Proposed cat ordinances pop up around here periodically. The dog owners proposing them are perturbed they have to buy licenses, and are fined when the dogs are not on leashes, and cat owners just turn their pets out at will.
Depending who our neighbors are, we have had bouts of cats using my flower beds as litter boxes which was real frustrating picking up cat doo. Did the moth ball trick one year, and it fumigated me more than the cats until they disintegated into the ground. I am not a cat person, and they can be a pain in the neck in the city, but they are a different animal than dogs, and thus, cannot be controled in the same mannner.
It will be interesting to see what Billings comes up with for a cat ordinance, and whether or not it gets passed. If it does, it will probably come up for a vote in Laurel.

Seriously, though, as a cat lover I do feel torn about these conflicts. I love wildlife, too, and would like our urban areas to be safe for songbirds. My current cats are the first indoor-only cats I've had, and they seem completely happy and neither has had a sick day or injury in their ten-plus years -- amazing.
I'm beginning to agree that urban cats should be indoor cats. Though, I wonder, what might happen with the urban mouse and rat populations if there were no cats? Would foxes come in?
