No president can pass a law. Congress has to do that. Maybe they will be that dumb. But slmost all of the campaign promises of all of the candidtates are beyond the control of the president. What a deal

He'll get the money from the same place Congress and the rest of the government apparently think funding comes from: the Money Fairy.
