In the future, I hope the local school busses will be employed to evacuate ALL people from such areas before the storm hits...I couldn't believe that photo on CNN of school busses just sitting pretty all in a row, 8 foot deep in water - aparently not used to evacuate the poor who couldn't get out. It should be criminal NOT to evacuate, and plans should be in place for it...no if's, and's, or but's.

Bonita, what you say makes sense but shouldn't it be a local plan? There is a lot of blame and probably plenty of people at fault that there was not better planning. My humble opinion is that the leaders who lived there were complacent, thinking that it would never really happen. A huge evacuation like that is very expensive if it is not truly needed but obviously not doing it cost many lives in this instance. The local leaders are the ones who should have known about the economic and physical condition of the people. Not a whole lot to do about the ones who could have gone and just plain wouldn't.

Right, Bonnie - the local level acts first; the mayor of New Orleans should have mobilized those busses to evacuate the poor; and in the future, there have got to be citizen advocates that point out resources in a timely manner. Most local governments have a charter with all kinds of proceedures and protocol; I believe evacuation plans (mandatory) should be effectively in place on all these policy lists. It is less costly to evacuate, more costly to search and rescue.
